A circle is a set of coplanar points satisfying an exact distance condition from one center. We’ll read the center and radius from the diagram, then express membership using an arbitrary point and its distance to the center. Requiring equality, rather than a smaller-or-equal distance, will distinguish the circle itself from the filled disk.
