Problem
Graph \((x~-~3)^{2}~+~(y~+~2)^{2}~=~16\) by reading its center and positive radius. Report the center and the exact left, right, bottom, and top anchor points before drawing the circle.
An exact circle graph starts with parameters before any sketching. We’ll decode the center signs, take the nonnegative square root for the radius, move that distance left and right while holding y fixed, move it down and up while holding x fixed, and draw through the four verified anchors.
