What this problem is really about

The largest design-supported population is bounded by the sampling frame: ask who had a genuine chance to enter under the actual procedure. Random sampling from a complete local roster supports inference to that roster's population, not automatically to a broader region whose members were absent. Sampling variability and possible nonresponse remain even when the frame and chance mechanism are sound.
