What this problem is really about

Keep the two parameters in separate mental boxes: one controls where a normal curve is centered, while the other controls how spread out it is. Track only the parameter named as changing and treat the unchanged parameter as a constraint. That prevents a movement of the distribution from being mistaken for a change in its shape.
