Problem

What this problem is really about

A simulation should be judged on the same scale as its fairness rule, so convert every count to a proportion first. Compare each observed proportion with its equal-chance target using absolute deviation, then check the largest deviation against the stated tolerance. Passing that check supports a limited consistency claim; it does not prove the random mechanism is fair.
