What this problem is really about

Because one and one half cups makes only three fifths of a batch, reaching one full batch requires scaling up by division. We’ll convert the mixed amount to an improper fraction, multiply by the reciprocal of three fifths, and simplify. The full-batch amount should exceed the partial-batch amount, which checks the operation choice.
