The missing fraction must satisfy two strict comparisons, so values equal to either endpoint do not count. We’ll rewrite zero point six and seventy percent on one decimal scale and locate the open interval they define. Then we can express a fraction on that same scale and verify that it lies strictly between both boundaries.
