What this problem is really about

The conditions create an open interval: a value must be strictly above zero point four and strictly below fifty percent. We’ll convert the upper bound and every mixed-form entry to decimals, test both inequalities for each entry, and keep a complete record of the values that pass. Equal endpoints and near misses must be excluded.
