Convert the chance of rain, \(0.3\), to the percent form used on a public weather card.

What this problem is really about

A public weather card communicates rain chance in percent form, so the decimal must be renamed without changing its value. We’ll write zero point three using hundredths, interpret that amount as parts out of one hundred, and attach the percent unit. Scaling three tenths to an equivalent fraction with denominator one hundred provides a second check.
