Are \(6:9\) and \(10:15\) equivalent? Find the scale factor from the first ratio to the second.

What this problem is really about
Equivalence requires one multiplicative factor to map both positions, not merely two larger numbers or matching additive changes. We’ll compute the factor from six to ten, then test that exact factor from nine to fifteen. Reducing both ratios to simplest form provides an independent check before we classify the relationship and report the factor.
