The total includes both a one-time ride fee and a repeated hourly charge, so we must test the whole rule rather than the hourly portion alone. We’ll write total cost as the fixed amount plus the hourly rate times hours, evaluate it at zero hours, and compare it with the proportional form of one constant times hours.
