Turn a representation into a percent proportion

Problem

Write the percent proportion represented by the table, and calculate the percent of stations that were cleaned.

Big Picture

What this problem is really about

Read the table by meaning before writing any equation: cleaned stations are the part, while all stations are the whole. Put those quantities into part over whole and match that ratio to an unknown percent over one hundred. Solving or reducing the fraction then gives the percent, and the part being most of the total provides a useful size check.
