Problem

Each of \(4\) kits contains \(x\) pencils and \(2\) markers, with at most \(28\) items altogether. Let \(x\) be a nonnegative whole number. Which complete response correctly handles the situation?

What this problem is really about

Treat one kit as a single group containing x pencils and two markers, then repeat that entire group four times. Keeping the parentheses prevents the two markers from being counted only once. Apply the inclusive item limit, undo the four equal groups, and remove the markers before intersecting the bound with the nonnegative whole-number pencil counts.
