Build an equivalent-measure equation by multiplying by a conversion ratio equal to one. Place liters opposite liters so they cancel and milliliters remain, then scale the numerical value by the number of milliliters in each liter. The target is a smaller unit, so the right side should have a larger number but represent the same capacity.
